Q&A

Why is European formula more expensive than US formula?

European formula costs ~$1.42-2.41/oz delivered vs US-domestic ~$1.29-1.51/oz at retail. Price gap reflects import shipping, EU 2016/127 compositional mandates, and certification costs (EU Organic, Demeter), not category-leader markup.

European infant formula imported to families costs more per ounce than US-domestic options at standard retail. The price gap is real and structural — not a category-leader markup or marketing premium. Understanding the cost drivers helps decide whether the premium is worth it for your family or whether US-domestic options at lower price serve your priorities equally well.

The actual price ranges in 2026

PathwayTypical price/ozExamples
EU-import via Organic's Best Shop$1.42-$2.41/oz deliveredAptamil UK ($1.42), Loulouka ($1.45), Lebenswert ($1.51), HiPP Dutch ($1.77), Holle Cow ($1.95), Holle Goat ($2.41), Jovie Goat ($2.30)
EU-origin FDA-registered US retail$1.63-$1.98/oz at retailKendamil Classic ($1.63), Kendamil Organic ($1.95), Kendamil Goat ($1.98)
EU-origin FDA enforcement discretion at US retail~$2.71/ozKabrita Stage 1
US-domestic FDA-registered (mainstream)$1.29-$1.91/ozEarth's Best Dairy ($1.29), Similac Pro-Advance ($1.51), Happy Baby Organic ($1.90), Similac 360 Total Care ($1.91)
US-domestic FDA-registered (premium)$2.02-$2.94/ozEnfamil Enspire ($2.02), ByHeart ($2.59), Bobbie Original ($2.94)

The gap is typically ~$0.30-0.80/oz between EU-import and US-mainstream, narrowing significantly when comparing premium tiers on either side.

Four structural cost drivers

1. Import shipping plus reseller margin

EU-import formulas reach families through Organic's Best Shop and similar authorized resellers operating under FDA enforcement discretion for personally-imported infant formula. The pathway adds:

  • Transatlantic shipping costs (5-10 day expedited from EU warehouses)
  • Reseller margin (warehousing, customer service, customs handling, authentication processes)
  • Currency-conversion friction (EU manufacturers price in EUR, US resellers price in USD)

This is real cost, not extractive margin. Reputable resellers (Organic's Best, Formuland, MyOrganicCompany, BabyMilkBar) operate on competitive pricing with subscription-discount programs that bring costs down 5-10% for committed buyers.

For Kendamil specifically (FDA-registered for US retail), this shipping cost is absorbed into US-warehouse distribution, which is why Kendamil Classic at ~$1.63/oz is competitive with US-domestic prices despite UK manufacturing.

2. EU 2016/127 compositional mandates

EU Regulation 2016/127 is more prescriptive on infant formula composition than FDA 21 CFR Part 107 in several ways that increase ingredient costs:

  • Lactose predominance. EU Stage 1 formulas must use lactose as the primary added carbohydrate. US mainstream formulas can use maltodextrin or corn-syrup-solids — substantially cheaper. Lactose sourcing carries a meaningful per-tin cost premium.
  • Mandatory DHA. EU formulas must include 20-50 mg DHA per 100 kcal. FDA does not mandate a specific DHA level. Algal-oil DHA inclusion adds per-tin cost.
  • Tighter nutrient ranges. EU 2016/127 sets stricter upper-bound nutrient limits, which constrains cheap ingredient substitution.
  • Whey protein concentrates. EU Stage 1 formulas typically use 60:40 whey:casein ratios requiring whey protein concentrate ingredients beyond skimmed milk.

These compositional mandates push ingredient costs up structurally — not as marketing premium but as regulatory floor.

3. Organic certification costs

EU Organic plus the stricter overlays (Demeter biodynamic, Bioland, Swiss Bio, UK Soil Association) carry certification audit costs, input-monitoring requirements, and animal-welfare standards above USDA Organic baseline. These costs flow through to retail price.

Demeter biodynamic specifically (Holle Cow, Holle Goat, Lebenswert) requires whole-farm conversion (not parcel-by-parcel), stricter animal welfare, and biodynamic-method use in soil management — the strictest organic certification globally and the highest certification-cost overlay.

USDA Organic certification costs are real but typically lower than EU Organic plus Demeter / Bioland / Swiss Bio overlays, which is part of why Bobbie Original (USDA Organic, US-domestic) at ~$2.94/oz is the most expensive US-domestic option but Holle Cow with Demeter is at ~$1.95/oz delivered (EU manufacturing scale offsets the certification overlay).

For the regulatory framework comparison underlying these compositional mandates, see FDA 21 CFR Part 107 and the FDA's enforcement discretion guidance for personally-imported infant formula.

4. Manufacturing scale relative to US duopoly

Abbott (Similac) and Reckitt / Mead Johnson (Enfamil) dominate US infant formula manufacturing with the largest per-unit production scale globally. Their per-tin cost is structurally lower than smaller- scale European brands like Holle, HiPP, Loulouka, Lebenswert, or Jovie. This shows up as:

  • US-domestic standard SKUs (Similac Pro-Advance, Enfamil NeuroPro) at $1.51-1.88/oz
  • Smaller-scale EU-organic SKUs (Holle Cow, Loulouka, Jovie) at $1.45-2.41/oz delivered

Kendamil's UK manufacturing is at intermediate scale, which is part of why Kendamil Classic FDA-registered at ~$1.63/oz can compete with US-domestic mainstream prices despite the EU-origin compositional approach.

What you're not paying for

Three things families sometimes assume drive EU-formula prices but don't materially:

  • Marketing premium. EU-formula brands generally spend less on US marketing than Abbott / Reckitt do. The price reflects cost, not advertising overhead.
  • Reseller markup. Organic's Best Shop and similar resellers operate on competitive subscription pricing; the per-tin reseller margin is in single-digit percentages, not double-digit markup.
  • FDA approval costs. Enforcement discretion for personally- imported formula does not require FDA pre-market notification, so there's no FDA-registration cost embedded in EU-import prices. Kendamil's FDA pre-market notification cost (paid in 2022) is amortized across volume; not a major per-tin driver.

What about WIC?

WIC contracts are negotiated state-by-state with FDA-registered manufacturers. EU-import formulas are not WIC-eligible because they operate under FDA enforcement discretion (personal import) rather than under FDA pre-market notification. For WIC-eligible families in contract states, Similac Pro-Advance, Earth's Best Dairy, or other contracted brands are effectively $0 — a price advantage no EU-import formula can match.

Kendamil's FDA pre-market notification (since 2022) makes Kendamil Classic and Kendamil Organic FDA-registered for US retail. WIC contracting for Kendamil varies by state and is expanding.

For families relying on WIC, the EU-vs-US-formula price comparison collapses toward whatever's WIC-contracted in your state at $0 net cost.

Is the EU-formula premium worth it?

Depends on what you're optimizing on. Three frameworks:. The specifics below follow the site's primary-source methodology and reflect the editorial judgement applied across every comparable record in the Atlas.

Composition-priority families: if lactose predominance, EU 2016/127 compositional mandates, organic certification (especially Demeter or EU Organic plus stricter overlays), or specific bioactive features (HiPP Combiotik probiotic, Kendamil whole-milk-fat MFGM, Holle Demeter biodynamic) match your priorities, the ~$0.30-0.80/oz premium is typically worth it.

Cost-priority families: WIC-eligible contracts collapse the comparison. Earth's Best Dairy at $0 in WIC states is unbeatable on cost. For non-WIC families wanting the cheapest organic, Earth's Best at $1.29/oz remains the floor, with Loulouka EU Organic at $1.45/oz delivered as the EU-import alternative.

FDA-pathway-priority families: if FDA pre-market registration is a baseline assurance you require, US-domestic FDA-registered formulas plus Kendamil family (FDA-registered EU manufacturing) are the options. Personal-import EU formulas operate under FDA enforcement discretion, which is legitimate but a different regulatory pathway.

For most families, the answer is "it depends what you optimize on" — the price premium is real and structural, but not categorical proof that EU formula is universally better.
